The Judgment
Breakthrough requires the exhibition of the culprit's guilt in the royal court, and a sincere and earnest appeal for sympathy and support, with a consciousness of the peril involved. He should also make announcement in his own city, and show that it will not be well to have recourse at once to arms. In this way there will be advantage in whatever he shall go forward to.

The waters of a marsh mounting above heaven: the image of Breakthrough. Thus the superior man bestows emolument on those below him, and dislikes allowing his gifts to accumulate undispensed.
Description
Breakthrough (Guai) shows the lake risen to heaven, about to burst its banks: five strong lines pressing against one weak line at the top. A harmful element must be removed decisively, yet openly and without violence. Make the truth known, prepare well, and don't rely on force alone.
